Cardiff is compact enough that a bad level on a Bay podium and a bad level in a Cathays terrace still matter in the same week. A topographical survey here has to describe waterfront public realm, Victorian streets and the quiet fact that much of the Bay is made ground.
Two official places we actually name
Cardiff Council is the local planning authority. Its local development plan, flood conversations and conservation streets are why a downloaded contour is not a substitute for a visit. We measure so that an officer walking a Cathays lane or a Bay boardwalk sees the same kerbs and steps the drawing claims.
On the waterfront itself, the Senedd and the surrounding civic estate are public facts, not a product endorsement. We name the Bay as an official civic landscape because that is where so many briefs sit: harbour edges, event land and neighbourhood streets that only exist because the Barrage changed the water. We do not claim those buildings as clients and we do not photograph “our last job at the Senedd”.
Bay, terraces and the Taff
Waterfront work is a type: revetments, public steps, service yards behind cultural sheds. A drone can describe a wide plate; a walking survey still owns the legal edges. Inner-city terraces want denser levels and often a measured building survey if an attic or a rear infill is the real project.
Title in Wales is handled with HM Land Registry, as in England, but local search and language habits still differ. A boundary survey or title overlay should be briefed as Welsh work, not as a cloned London letter.
Planning path and files
Many applications still meet the Planning Portal; others are a conversation with the council’s own validation list. Either way, a current survey ages better than a 2016 PDF that missed the porch. Deliverables follow CAD, GIS and PDF practice on the grid Ordnance Survey maintains.
Made ground and honest levels
Much of the Bay is assembled land. That does not make every spot height mystical. It does mean a designer should not assume a “natural” fall toward the water. We record what is there: revetments, steps, service lids and the public realm that will argue with a private podium. If your civil engineer will later talk about groundwater or contamination, that is their appointment; our job is the surface they stand on.
Terraces toward Cathays, Roath and Canton are the volume householder work: side returns, attics, gardens that fall toward a lane. Combine fabric and land if a new kitchen door will meet a yard. The Taff and the docks are not far as a level story even when they feel far as a walk.
Welsh context without a slogan
Bilingual notices, local validation habits and the simple fact of a capital that is not London all belong in the brief. We will not sprinkle decorative Welsh on a marketing page and call it localisation. We will ask which authority will read the drawing and whether the site is Bay, civic quarter or a street of painted doors.
